Description

Obverse:  A gold color medal 1-1/2 inches (3.81cm) in height overall consisting of a gold mullet surmounted by a gold heraldic rose charged with a dark blue disc bearing a gold compass rose or sunburst of eight points.

Reverse:  On the reverse, on a disc on the back of the mullet on a scalloped disc are the words "NATIONAL INTELLIGENCE" around the top and VALOR around the bottom between two bullets, all gold.


Ribbon
The ribbon is 1-3/8 inches wide. It is White with a 3/32 inch Dark Blue (Old Glory Blue) stripe on either side with inside edges of 1/64 inch Golden Yellow. At center is a 9/16 inch Scarlet stripe bearing a Dark Blue (Old Glory Blue) stripe with a 1/64 inch White stripe on either side.

Symbolism
The heraldic rose, symbol of secrecy and confidence, refers to sub rosa which is Latin for under the rose. It has been a traditional symbol to describe something to be kept secret and not repeated elsewhere. Blue is the color of loyalty and is adapted from the ODNIs seal. The compass rose or starburst at the center symbolizes the world wide mission of the organization. The disc represents the globe and ODNIs world wide mission. The star commemorates the performance of extraordinary dedication and heroism.
